Integrity Zone (ZI) is a predicate given to government agencies whose leaders and staff are committed to realizing a Corruption Free Area (WBK) or a Clean and Serving Bureaucratic Area (WBBM) through bureaucratic reform, especially in terms of preventing corruption and improving the quality of public services. .

Corruption Free Area (WBK) is a predicate given to a work unit that fulfills most of the change management, management arrangement, HR management system arrangement, strengthening supervision, and strengthening performance accountability

Clean and Serving Bureaucratic Region (WBBM) is a predicate given to a work unit that fulfills most of the change management, management arrangements, HR management system structuring, strengthening supervision, strengthening performance accountability, and strengthening the quality of public services.

  1. Where is the integrity zone in Unpad?

In 2020, the pilot area in Unpad to become an integrity zone is the Faculty of Economics and Business. It is hoped that FEB Unpad will succeed in getting the WBK/WBBM predicate in 2020.

  1. Why does Unpad participate in the Integrity Zone program?

By participating in the Integrity Zone pilot program, Unpad also supports bureaucratic reform in government institutions, especially at the Ministry of Education and Culture. Not only Unpad who participated, but also various big universities in Indonesia. Integrity zone is useful so that institutions can always be better in providing quality services to the community, more transparent and accountable

  1. Is this a new program from the Ministry of Education and Culture? When was it launched at Unpad?

Not. At the Ministry of Education and Culture, there have been several work units that have received the WBK/WBBM predicate since 2017. FEB Unpad was declared an integrity zone on May 19, 2020, marked by the signing of the fact of integrity by the Chancellor and Dean of FEB Unpad.

  1. How can an integrity zone area get the WBK or WBBM predicate?

An integrity zone area first tries to get the WBK predicate and then can “grade” to get the WBBM predicate. WBK is obtained if it meets several criteria for bureaucratic reform that have been set. The internal team conducted an independent assessment first of the achievements of FEB Unpad against several assessment criteria. If the internal team feels that the score is adequate, the work unit will be proposed to the PANRB Ministry as an external team to conduct an evaluation. The external team will assess whether the proposed work unit has passed to get the WBK or WBBM predicate.

  1. What are the benefits of FEB Unpad being declared an integrity zone?

Many benefits can be derived from declaring integrity zones. The Integrity Zone is a means to always move in a better direction. If a work unit is declared to be an integrity zone, the work unit will make an “Integrity Zone Development Action Plan Towards WBK/WBBM”. This action plan is then implemented and also monitored and evaluated periodically by the team in the work unit.

  1. Why was FEB Unpad chosen to be the pilot area for the Integrity Zone in Unpad?

The selection of FEB was based on discussions by Unpad leaders by considering several advantages in FEB Unpad from various aspects, including:

The Faculty of Economics and Business, Universitas Padjadjaran is the faculty that has the most study programs that have been internationally accredited. There are 18 study programs at FEB UNPAD accredited Abest21.
The Department of Economics and the Department of Management Science, FEB UNPAD, contributed the most articles of international reputation indexed to the Scopus Q1 for the Spsio-Humanities category during 2017-2019.
FEB UNPAD has run double degree programs, summer programs and student exchange activities for undergraduate and postgraduate students with several partner universities abroad.
FEB Unpad has good governance aspects and was chosen from three major faculties in Unpad.

  1. Is the declaration of the integrity zone only for the pursuit of the WBK/WBBM award/predicate only?

Unpad and FEB leaders certainly hope that this zone of integrity will result in a change in mindset and work culture for all elements involved, including leaders, lecturers, education staff and students. Most importantly, for example, building a culture of integrity, namely honest, ethical behavior, full of responsibility and respect for others

  1. How can the purpose of this zone of integrity be achieved?

All elements in the Faculty, both leaders and education staff, must have an understanding of this zone of integrity. Socialization must be done to introduce the targets to be achieved and will be approached. Slowly, people have to move towards a better direction, making FEB a zone free from corruption and a clean and serving area for employees. The declaration of an integrity zone is not a movement that only happens from time to time or for one year, but the development action plan will continue to be improved and monitored. The integrity zone development work team has made a development priority plan until 2039.

  1. What exactly is the difference between WBK and WBBM predicates?

The WBBM predicate can only be obtained if a satker already has the previous WBK predicate. WBBM requires a higher rating than the WBK predicate.

  1. What are the efforts to achieve in the development of change management aspects in the WBK/WBBM?

The change management aspect has the following objectives:

Increased commitment of all levels of leadership and work unit employees in realizing the Integrity Zone towards WBK/WBBM;
There is a change in mindset and work culture in the proposed work unit as an Integrity Zone towards WBK/WBBM;
Reduced risk of failure due to the possibility of resistance to change.

  1. What are the efforts to achieve in the development of management aspects in the WBK/WBBM?

Aspects of governance arrangements have the following objectives:

Increased efficiency and effectiveness of government management processes in the Integrity Zone Work Unit towards WBK/WBBM;
Increased use of information technology in the process of implementing government management in the Integrity Zone Work Unit towards WBK/WBBM;
Increased public transparency in the Integrity Zone Work Unit towards WBK/WBBM.

Aspects of HR management have the following targets:

Increased adherence to the management of personnel HR in the Work Unit towards WBK/WBBM;
Increased transparency and accountability of personnel HR management in the Work Unit towards WBK/WBBM;
Increased discipline of personnel HR in the Work Unit towards WBK/WBBM;
Increasing the effectiveness of personnel HR management in the Work Unit towards WBK/WBBM;

Aspects of improving the quality of public services have the following targets:

Increasing the quality of public services (faster, cheaper, safer, and easier to reach) in the Integrity Zone Work Unit towards WBK/WBBM;
