WBS FEB UNPAD

The FEB Whistleblowing System (WBS) is a violation complaint facility provided by FEB Unpad for complaints of violations committed by Work Unit Leaders within the FEB Unpad internal environment which can be made complaints by the academic community which includes Lecturers, Education Personnel & Students.

Understanding

Whistleblowing Systemis a disclosure made by the academic community which includes Lecturers, Education Staff & Students in the FEB environmentas a whistleblower to submit reports regarding alleged violations in the form of:actions that are unlawful/unethical/immoral or other actions that can harm the organization or stakeholders carried out by the Work Unit Leaders within the FEB University of Padjadjaran through the Whistleblowing System provided by FEB.

Legal basis

Legal Basis for Whistleblowing System Guidelines & Standard Procedures:

  1. Presidential Instruction No. 3 of 2003Concerning National Policy and Strategy for E-Government Development
  2. Permendikbud 126 of 2014 concerning Handling of Public Complaints within the Ministry of Education and Culture
  3. Regulation of the Chancellor of Padjadjaran University Number 2 of 2020 Concerning Bureaucratic Reform in the University of Padjadjaran Environment
  4. Decree of the Chancellor of Padjadjaran UniversityNumber : 478/Un6.Rkt/Kep/Hk/2020 About the Whistleblowing System at Padjadjaran University.

Substance and Submission of Violation Complaints

1. The FEB Unpad academic community can submit complaints of violations through the FEB Unpad Whistleblowing System, by disclosing identity or without disclosing identity (anonymously).

2. Complaints of violations can be related to:

  1. Abuse of authority
  2. Discipline violations of officials/educators/educational staff
  3. There is an allegation of a conflict of interest
  4. Alleged corruption, collusion and nepotism within FEB Unpad
  5. Violation of Faculty and university Ethics Guidelines or violations of decency norms in general;
  6. Actions that can cause financial or non-financial losses to faculties and universities or harm the interests of faculties and universities;
  7. Violation of faculty and university standard operating procedures (SOP), especially related to procurement of goods and services, provision of benefits and remuneration

3. Complaints of violations contain at least:

a. The substance of the violation complaint

b. Parties involved

c. incident time

d. Scene

e. Chronology of events

4. Complaints of violations must be accompanied by supporting evidence.

6. If the identity of the complainant is known,The leadership of the Faculty of Economics and Business Unpad is required to keep the identity of the complainant confidential, except for the purposes of examination.

7. Reporter (Whistle Blower)in this case confidentiality will be guaranteed by the Leaders of the Faculty of Economics and Business Unpad.

8. The maximum period for administering reports of violations is 30 working days from the time the complaint is filed

ANONYMOUS REPORTING

Reporting of violations can be done anonymously or with the identity of the complainant. Anonymous reporting causes difficulties for communication, confirmation or clarification in the context of follow-up handling of reports of violations. To reduce the anonymity of reports, FEB Unpad ensures that the reporting policy of protection and confidentiality can be felt by the entire FEB Unpad academic community.

PROTECTION TO THE REPORTER (WHISTLEBLOWER PROTECTION)

The Whistleblowing System provides the following facilities and protection (whistleblower protection):

  1. Reporting channel facility through KANAL-WBS;
  2. Protection of the confidentiality of the reporter’s identity. Anonymous reporting makes it difficult to carry out communication for follow-up on reporting;
  3. Follow-up implementation
  4. Protection is not given to reporters who are proven to have committed false reporting and/or slander.
