BPK Auditor Reveals Collaborative Governance Model for Toll Road Management

Bandung – The Chief Auditor of the Audit Board of Indonesia (BPK) Laode Lusriadi received his Doctorate from Padjajaran University (Unpad) Bandung, on Thursday (25/7/2024).

He successfully defended his dissertation entitled “The influence of project intellectual capital, investor protection mechanisms, and project ownership structures on the implementation of good project governance and its implications for project performance.”

In his research, Laode is of the view that the development of toll road infrastructure as a catalyst for economic growth has various challenges, especially the limited government budget. So that alternative financing is needed through the government and business entity cooperation scheme (KPBU).

“However, the interaction between the government and KPBU is faced with phenomena such as suboptimal project performance, government dependence on BUMN as investors, weaknesses in contract management, weaknesses in provisions of laws and regulations, lack of preparedness of human resources and information systems, lack of stakeholder involvement, project failures and cases of violations of the law,” Laode explained in his dissertation presentation, as quoted in a written statement, Thursday (25/7/2024).

Loade revealed that these 7 things reflect problems in the implementation of project governance along with its determining variables that hinder the achievement of project performance.

His research on government cooperation projects and KPBU for toll road construction in Indonesia is aimed at obtaining empirical evidence regarding the influence of project intellectual capital, investor protection mechanisms, and project ownership structures on the implementation of good project governance and their implications for project performance with a collaborative governance perspective.

“The results of the hypothesis test prove that project intellectual capital and project ownership structures have a significant effect on the implementation of good project governance. Meanwhile, investor protection mechanisms do not affect the implementation of good project governance. The implementation of good project governance has a significant effect on project performance. Project intellectual capital, investor protection mechanisms and project ownership structures do not directly affect project performance, but indirectly have a significant effect on project performance through the implementation of good project governance,” said Laode explaining the findings of his research.

The research conducted by Laode concluded that good project governance with a collaborative governance perspective plays a central role in increasing the contribution of project intellectual capital, investor protection mechanisms and project ownership structures, to produce optimal project performance.

Then the convergence of principles, structures, and governance processes creates a conducive environment for cooperation. Meanwhile, the combination of contractual, procedural, and informal relationships in the implementation of governance reduces the uncertainty of cooperation, and third parties (civil society organizations) participate in supporting the integrity of the cooperation process.

“The results of this study, in addition to providing a knowledge base for decision makers in meeting toll road targets, also contribute theoretically to the development of socio-economic accounting, especially the development of the Ansell & Gash (2008) collaborative governance model in the KPBU toll road construction project,” explained Laode.

For information, the research conducted by Laode uses a quantitative approach complemented by qualitative analysis of the population of 43 KPBU toll road construction project sections in 36 BUJT. The data used in this study uses primary data, namely through questionnaires distributed and filled out by respondents in the observation unit.

In addition, to strengthen the results of this study, interviews and FGDs were carried out with subject matter experts at technical ministries, BUMN and related associations.
