FEB Unpad Facilitating Strategic Dialogue About State Land Optimization for the People

The Faculty of Economics and Business, Padjadjaran University (FEB Unpad) together with the Republic of Indonesia Land Bank Agency held a Talkshow and Public Lecture with the theme “Optimizing Land Utilization For Sustainable Development Interest” on Wednesday, July 30, 2025 in the MM FEB Unpad Hall, Campus Dipati Ukur. This activity is a strategic discussion room in an effort to strengthen the role of the land bank agency as a state land management institution oriented to social justice and inclusive development.

 

The event was officially opened by the Vice Chancellor for Resources and Governance of Padjadjaran University, Prof. Dr. R. Widya Setiabudi Sumadinata, S.Si., S.IP., MT., M.Han. In his remarks, he emphasized that the purpose of the formation of a land bank agency was very noble, namely to guarantee the sustainability of development which ultimately led to the welfare of the community. He also conveyed Unpad’s readiness to continue to support the socialization and strengthening of land use policies in a just manner.

 

In addition, the collaboration between Unpad and BPK RI is considered to be very strong and become an important capital in educating the nation. On this occasion, it was also conveyed that the Signing of a Memorandum of Understanding (MoU) will be immediately signed between Unpad and the Land Bank Agency as a form of joint commitment in supporting the management of more inclusive state land.

 

The organization of talk shows and public lectures is based on the high inequality of control and use of land in Indonesia which has an impact on economic inequality, limited public access to productive resources, as well as slow distribution of development. The government through the formation of a land bank body seeks to rearrange the national agrarian structure and realize socioeconomic justice through the Management Rights (HPL) scheme. It is hoped that state land managed through the HPL of the Land Bank Agency can be used for community empowerment, the provision of land for public housing, agriculture, MSMEs, cooperatives, to inclusive partnerships between countries, private sector, and local communities.

 

The first session of this series of activities is a talkshow that presents cross -sectoral panelists, namely Humiiki Sudrajat as the Deputy for Utilization and Business Cooperation in the Land Bank Agency; Prof. Dr. Nia Kurniati, S.H., M.H., Professor of the Faculty of Law, Unpad; Dr. Poppy Sofia Koeswoyo, S.E., M.S.A., AK., CPA., Head of the FEB Unpad Accounting Study Center; and Wawan Budiawan, S.Si., M.M., Functional Young Planning from Bappeda, West Java Province. Panel discussions are moderated by Prof. Dr. Memed Sueb, S.E., M.S., Ak., Who currently serves as the Head of the Unpad Internal Supervisory Unit. The panelists discuss comprehensively the challenges and opportunities in the implementation of HPL, land use strategies for vulnerable communities, as well as the importance of a fair regulation framework.

 

The second session was the peak session of the event which was a public lecture delivered by Dr. Akhsanul Khaq, Mba., Ak., CMA., CFE., CA., CSFA., CPA., CFRA., Certda., CGCAE., GRCE., CIISA., As leader III of the Supreme Audit Agency of the Republic of Indonesia (BPK RI). In his presentation, he stressed the importance of accountability, supervision, and good governance in the management of state land so that the impact was truly felt by the wider community, especially the lower middle class.

 

Also attending the activities of other directors such as Dede Sukarjo, S.E., M.M., Ak., Ca., CSFA., CFRA., Ermap, GRCP., GRCA., As Director General of State Finance Examination III, and Parman Nataatmadja, Head of the Tanah Bank Agency.

 

This activity is an important momentum to encourage synergy between state institutions, universities and civil society in formulating a fair, productive and sustainable approach to the use of state land.

 

FEB Unpad seeks to support the strategic function and role of the land bank body through various initiatives, one of which is by hosting this activity. In addition, Unpad will also establish institutional cooperation with the land bank agency in order to strengthen the utilization of state land inclusive, sustainable, and based on academic research.
